CERTIFICATIONS

The Secretary of State of the United States of America Republic is authorized to issue certifications that authenticate documents for lawful use within the Republic and abroad. These certifications verify the authority and legitimacy of signatures, seals, or official capacities as they pertain to public and private records, ensuring they are recognized under the jurisdiction of the United States of America Republic and, where applicable, foreign entities.

Types of Certifications Issued

1. Apostille

   • An apostille is a formal certification used for documents intended for countries that are signatories to the Hague Convention of 1961.

   • It verifies the authenticity of the official's signature and seal on public documents, without requiring further legalization.

   • Common documents requiring apostilles include:

     • Republic-issued birth and marriage records

     • Educational diplomas and transcripts

     • Affidavits and declarations

     • Notarized private agreements

2. Certificate of Authentication

   • For use in non-Hague countries, the Secretary of State may issue a Certificate of Authentication.

   • This type of certification may require additional processing by higher authorities or foreign embassies for recognition abroad.

Eligible Documents

The Secretary of State may issue certifications for the following, provided they comply with Republic laws and standards:

• Properly notarized documents

• Affidavits under penalty of perjury

• Public records (e.g., vital statistics, judicial orders, declarations of status)

• Corporate and organizational records (e.g., articles of formation, charters, statements of authority)

Legal Standing and Limitations

• The Secretary of State does not authenticate the content of the document—only the official act (e.g., signature, seal) and capacity of the executing officer.

• All documents must be lawfully executed and unaltered.

• Improper, incomplete, or fraudulent documents will be rejected and may be subject to additional investigation under Republic law.
