Who Is a Moor?
For purposes of U.S.A.R. nationality administration, the terms Moor, Moorish Subject, Moorish American, Moorish American National, U.S.A.R. National, and Citizen are not interchangeable. A Moor is the broader historical, ancestral, cultural, national-origin, or civilizational classification recognized by U.S.A.R. law. Being a Moor, standing alone, does not establish Moorish American Nationality, and identification as a Moor does not by itself make a person a U.S.A.R. National.
Who Is a Moorish Subject?
A Moorish Subject is a person within the class recognized by U.S.A.R. law who has not yet established or acquired the particular status of Moorish American National or another qualifying U.S.A.R. national status. Depending upon the governing law, a Moorish Subject may be eligible to seek repatriation, recognition of nationality of origin, citizenship, naturalization, registration, protection, or another status established by law. Eligibility is determined individually under the applicable law.
Who Is a Moorish American National?
A Moorish American National is a natural person upon whom the United States of America Republic has conferred Moorish American Nationality in accordance with its Constitution and laws. The nationality may have been conferred at birth, conferred after birth, restored through lawful repatriation, derived through a statutory rule, or established through another lawful mechanism created by U.S.A.R. law.
The fact that a person is Moorish, uses a Moorish surname or title, belongs to a Moorish religious organization, possesses a membership card, or personally declares himself or herself Moorish does not by itself substitute for the nationality requirements established by U.S.A.R. law.
Nationality and Citizenship Are Not the Same Question
U.S.A.R. nationality law should maintain a clear distinction between nationality and citizenship. Nationality concerns national political status and permanent allegiance. Citizenship concerns civil or political membership created under the applicable citizenship law of the governmental community. The terms may overlap in a particular person, but a nationality proceeding should not assume that the words Citizen and National necessarily describe the same legal status.
Nationality is defined as the legal relationship between a person and a sovereign State or Country.
